This Treasure Hunt is activated by obtaining Blood-soaked millitary orders. It can be found: West of the mill, on a corpse just underwater.
You may need to clear a few Drowners before you gain access to the area here southwest of the White Orchard cemetery. Loot the body for the key that unlocked a chest in the water. This will hold your key item, Blood-soaked millitary orders. Read the document and head across to the house. You will need to make your way to the cellar.
