Thou Shalt Not Pass | The Witcher 3 Wiki

Thou Shalt Not Pass is a Secondary Quest in The Witcher 3 Wild Hunt. Secondary Quests are optional Quests not required to finish the game. Some of these quests may have a bearing on certain Main Quests or may be a consequence of another Quest.

Thou Shalt Not Pass can be obtained by approaching either the guards at the Border Post in Velen or the Western Gate of Oxenfurt. This quest must be completed to have official access to regions beyond the Pontar. You may bypass the need to complete this quest, however, by crossing the Pontar by swimming far enough away from any border post. 

The Redanian army had placed blockades on the crossings of the Pontar, something which at one point proved quite inconvenient to the witcher. The guards refused to let him cross without showing a special pass issued by high command.

Walkthrough for The Witcher 3 Thou Shalt Not Pass

Since the western gate into Oxenfurt and the border post in Velen are closed, you cannot use the main passages to traverse the Pontar until you have completed this quest. You may use other methods such as swimming across the river or fast traveling between signposts to bypass this method.

It is preferred to start the quest at the border post because you can bribe the guard with 10 Crowns or you can use Axii to get the information. But even without asking, there are three ways to obtain a pass and you might have already done them in previous quests.

If you've done enough of the Baron's quest during Family Matters, the baron will provide you with a pass. You can also acquire an official pass after doing the contract Woodland Beast.

You can also acquire a counterfeit pass after you've done the Fake Papers quest.

If you start A Deadly Plot without having any kind of pass, you will receive a fake pass from Gregor on the opposite side of the border post.

Once you've obtained a pass, official or not, approach one of the soldiers stationed at the border then show them your pass, after a bit of conversation, you will then be allowed to pass through and the quest will be completed.
