I think this skill can sometimes glitch - I went around killing time during the day while I let my health regenerate, only it never did. So I checked to make sure the ability was equipped, and it was. Regardless, I went and "equipped" it in the same slot, and went back into the game with the same result - no healing. Finally, I swapped the skill into another slot and re-equipped whatever it knocked out, and THEN the healing started. tl;dr - If it's not healing and it's equipped, put it in another slot.
