Enchanting: Start-up Costs is a Secondary Quest in The Witcher 3 Wild Hunt. This Secondary Quest is a part of the Hearts of Stone DLC. A witcher with years under his belt, however, will search the dross carefully, knowing that it often hides a jewel – a witcher contract, for example, or, as in this particular case, information about a mysterious "runewright" from a far-off land...

The Seven Cats Inn's notice board will have a notice: A Runewright Upon Your Shores has Landed. Picking up the notice will begin the quest. Track the quest and follow the location marker which will lead you to the Upper Mill signpost. Enter his tent and speak to him. You will be tasked to offer 5000 
to the merchant. This will allow you to immediately begin Enchanting: Quality Has Its Price.
