This quest can only be done after purchasing the painting in the Open Sesame! main quest.
This quest then becomes available at any point. Your objective is to Sell the van Rogh painting to the Novigrad book merchant, Marcus Hodgson. His shop will be just north of the Hierarch Square signpost. Sell the painting to him to complete the quest.
