At the Mercy of Strangers is a Secondary Quest in The Witcher 3 Wild Hunt. Secondary Quests are optional Quests not required to finish the game. Some of these quests may have a bearing on certain Main Quests or may be a consequence of another Quest.
At the Mercy of Strangers can be obtained while you're on your way to the Inn at the Crossroads during The Nilfgaardian Connection as it is nearby during this quest. If you decide to further progress the main story after this, this secondary quest will no longer appear as John will have been dead by then.

Walkthrough for The Witcher 3 At the Mercy of Strangers
Walk west of Mulbrydale, go down a hill and you will hear screams, keep going down and kill three Drowners and you will find a man tied up. The man is named John Verdun. It would then appear that John was a former Temerian soldier but his men were destroyed by the Nilfgaardians. It is revealed that when the refugees found out that he was a deserter, they tied him up there and decided to leave him. You will then have two options here:
- I'll untie you.
- I won't help you.
Choosing the first option will give you 25 XP and receive his thanks. The second option will have you leave him in the area still tied, and when you come back a day or two later, you will find his corpse, along with some Drowners in the area. Whatever dialogue you choose will end the quest afterward.
If you allowed John to live, however, you can find him later near the Pontar river with some of his friends. It appears that he finally caught up with the refugees that tied him and decided to kill them and loot the area with his group of bandits. John will then offer you money for saving him back then, you can either accept the payment or kill John and his group of bandits. Regardless of your choice, the quest will conclude afterward.
